Heater Fan/Black sill painting

I,m not trying to muscle in on Len's quiz here honest, but have a couple of queries regarding the above!
1. I replaced the heater motor on my car as the old one had seized, when taking the fan off I noticed it was sitting about halfway down the shaft like it had at some point slipped, it was solid don't get me wrong but is this the normal position? Or does it go all the way up the shaft??
2. After painting my car I will of course be doing the sills again in black, currently my car's black on the bottom of the door is masked about an inch up from the leading edge on the bottom of the door, is this the norm as I'm sure I've seen examples where it stops where the return flange of the door skin ends??....thanks in advance folks!!!

Hi buddy, with regard to the paint on the lower edge of the door on the outside up to centre of trim clips and I stopped my paint on the edge of the door so that no colour can be seen from the outside but there is a clean line on the inside.
